Bella Zlatkis was born on July 5, 1948, in Moscow.

In 1970 she graduated from the Moscow Financial Institute, specialising in Finance and Credit. She is also a Ph.D in economics.

From 1970 she held a number of positions at the Ministry of Finance of the Russian Soviet Federative Socialist Republic: economist, senior and chief economist, head of Industry Financing Department, deputy head of Department for Improvement of Economic Mechanism and Price, head of general departments, head of Financial Market, State Credit and Loans Organisation Department.

In 1991–1993 she headed the Government Securities and Financial Market Department at the Ministry of Economics and Finance (Ministry of Finance - from 1992) of the Russian Federation. She has been a member of the Ministry of Finance Collegium since 1992.

In 1993–1998 she headed the Securities and Financial Market Department.

From 1998 to 2000 she headed the Internal State Debt Department at the Ministry of Finance of the Russian Federation. She was a member of the exchange committee of the Moscow Interbank Currency Exchange.

In 1998–2000 she headed the State Debt Department at the Ministry of Finance of the Russian Federation.

In August 2000 she was appointed Deputy Minister of Finance of the Russian Federation.

Since 2004 she has been the Deputy Chairman of the Executive Board of Sberbank.
